What is the MSAP?
The FY25 Maryland Solar Access Program (MSAP), established under the Brighter Tomorrow Act of 2024, provides grants to help Maryland homeowners afford solar photovoltaic (PV) systems. This program replaces the prior Residential Clean Energy Rebate Program and offers more substantial incentives, specifically targeting low-to-moderate-income households.
Grant Amounts and Eligibility:
- Grants are awarded at $750 per kilowatt (kW) of system capacity, up to a maximum of $7,500.
- Eligibility is based on household income, with limits set at 150% of Maryland’s median income (e.g., $128,430 for a single-person household, $183,375 for a four-person household).
- Applicants must own or have permission to install solar on their residence and meet all program criteria.
Key Requirements for Applicants:
- Income Verification: Applicants must attest to meeting income limits; verification may be requested.
- Property Eligibility: Solar PV systems must be installed on Maryland residential properties (not mobile homes or boats) with no pre-existing solar systems.
- Installation Contractors: Only contractors approved and listed on the MSAP Participating Contractor List may install eligible systems.
- Pre-Approval Required: Applications must be submitted, and a Reservation Certificate issued, before installation begins.
- System Ownership: Grants are available for owned systems (purchased outright or financed) and for third-party agreements like leases or power purchase agreements (PPAs).
Application Process:
- Step 1: Reservation Certificate: Submit the application with supporting documents, including a signed contract with an MSAP-approved contractor.
- Step 2: Completion Certificate: After installation, submit a completion certificate and required documentation within 180 days of the Reservation Certificate date.

- Applications are accepted on a first-come, first-served basis until 3:00 P.M. ET, June 13, 2025, or until funds are exhausted.
